European security in a听changing geo-political听context:听From the European Research Area to听the European Defence Research and听Innovation Area and from Cohesion听to European territorial security policy听| policy report no. 2024/12.听

Summary:

European policymakers face difficult trade-offs when aiming to increase economic听growth and industrial competitiveness, stepping up efforts in green and digital听economies, and coming to terms with new security realities requiring increased听investments. As European and several national elections in 2024 have shown, this听is not an easy circle to square. This paper makes an argument for the European听Union to develop a coherent and overarching approach to security investments听aligned with the current green and digital agendas and based on a broadening听of two of Europe鈥檚 unique, long-standing policy frameworks. The first is the area听of research and innovation policy, where the nature of the multi-level governance听between the EU and its Member States has been one of 鈥渟hared parallel听competence鈥�, implying that EU Member States can carry out national science听and research policies in parallel to the EU. This institutional set-up offers the听opportunity to broaden, in a relatively straightforward way, the current European听Research and Innovation Area (ERA) into a European Defence Research and听Innovation Area (EDRIA). The second framework is the EU鈥檚 regional, so-called听cohesion policy, which could be described as Europe鈥檚 鈥渟ecret鈥� weapon. The听integration of security issues into European regional policies represents, in the听current insecure international geo-political environment, a logical, new expression听of intra-regional European solidarity, and offers the opportunity to enlarge current听cohesion policy towards a European territorial security policy.
